Law-reform efforts reach back to the 1950s, but the rule of law is still acknow-ledged to be weak in Indonesia. Written before the election of President Abdurahman Wahid in late 1999, this article critiques two existing views of law-reform efforts and develops a third interpretation in examining problems from the 1980s into the current Reform Period. The three interpretations counsel differing approaches to further legal develop-ment with implications for structural reform, as well as Indonesian perceptions of law reform.
