The Two-Track Model of Transitional Justice in Timor-Leste: is it Working? Volume 5, No. 3 Anita Roberts Graduated from the Australian National University with honours in Asian Studies and Law. She currently works as a legal researcher with an Australian NGO. This article examines the ‘two-track’ model of criminal justice in Timor-Leste, evaluating the effectiveness of the mechanisms for retributive and restorative justice in the context of the evidentiary, legal, political and fiscal impediments that currently burden the operation of this dual system.
