Richard Wu is Associate Dean and Associate Professor, Faculty of Law, University of Hong Kong, LLB, PCLL (HKU), BSc (Economics), LLM (Lond), MBA (Warwick), LLB, LLM (Peking), LLM (IT and Telecommunications Law) (Strathclyde).

In the 1990s, the People’s Republic of China (PRC) started to embark on the commercialization of its state-owned banks. This article analyses the important policy documents and national laws adopted by the PRC to achieve this end. It argues that the sequencing of these national laws shows that the PRC adopted a gradualist strategy in undertaking the institutional and operational reforms of its banks; and further shows how the implementation of the reforms has been undermined by problems such as non-performing loans and corruption.
