Douglas Arner is Head of the Department of Law and a Professor at the Faculty of Law at the University of Hong Kong. He has served as a consultant with, among others, the World Bank, Asian Development Bank, European Bank for Reconstruction and Development and Asia-Pacific Economic Cooperation (APEC).
He has worked on financial sector reform projects in over 20 economies in Africa, Asia and Europe. In addition, he has published widely, including nine books and over 70 articles, chapters and reports on financial law, regulation and development.
