The Symposium is timely, as the Australian government's Venture Capital Review nears completion and the government considers measures for the 2006 Budget. Which government expenditure programs best address the market failures that affect the supply of capital to SMEs? What reforms might be needed to improve existing tax expenditures? Should Australia be considering alternative regimes?
The keynote speaker is Professor Daniel Sandler, Professor of Law at the University of Western Ontario, Canada, who will speak on Venture Capital Tax Incentives in the United States and Canada. Professor Sandler's book, Venture Capital and Tax Incentives: A Comparative Study of Canada and the United States (Toronto: Canadian Tax Foundation, 2004) is probably the most comprehensive evaluation of federal and state/provincial tax incentive programs targeting venture capital investment in the United States and Canada. Professor Sandler has spoken on the government's role in venture capital formation to various audiences in North America, and has assisted government agencies in the development of venture capital tax expenditure programs. Professor Sandler will be visiting Australia in February 2006 as a Visiting Fellow of IPRIA.
